The case for Work for the dole The Case for Work for the dole Youth faces an uncertain future - it always has in one way or another. The progression from parental dependency to self-sufficiency and independence has always been (and will continue to be) a difficult one. The stresses of successfully completing high school are compounded by peer pressure, personal and family relationship problems, and the natural problems inherent in being an adolescent. As well, today, moreso than in yesteryear, there is an ever-present temptation to turn to drugs and alcohol, either as an escape route, or in order to cope with it all. Doing well at school does not guarantee a future career path, even if the correct choices are known and made. "Starting at the bottom" no longer means that you will get to the top one day. Today, people in their 40s and 50s are being made redundant from positions they once justifiably regarded as being secure until retirement. And competition is strong. Each year it becomes stronger - each year thousands more students join the ranks of the unemployed, and long term unemployment, especially amongst youth, is a real problem. The Government's "Work for the Dole" Scheme is a much-needed positive step that is helping youth make the transition from student, to unemployed, to employee. Each year 25,000 places in the Scheme are available, 20,000 of which are set aside for young people. Under the Scheme, unemployed people perform work (from 12 to 15 hours per week) in return for their fortnightly unemployment benefit. Participation is for a maximum of six months for people unemployed for a period of more than six months. People aged 17 to 21 are required to work for two six-hour days per week, and people aged 21 and over are required to work for 21/2 six-hour days per week. An extra $10 per week is paid to the participant to allow for extra costs incurred relating to transportation, and child minding facilities are available if necessary. Time off from the scheme can be arranged for attendance at interviews for paid employment. In order to reach those most in need of assistance, participation in the Scheme is compulsory. This is necessary so that the chances of success can be maximised to provide the most benefit to participants. It may be of concern to some that the compulsory nature of the Scheme undermines the altruism inherent in volunteer work. Some may fear that it will lead to resentment, lack of cooperation and poor motivation by those forced to take part under threat of diminished or no social security payment. If the Scheme were voluntary, however, no doubt only those already possessing a healthy self esteem would volunteer. Those people most in need of assistance, the long term unemployed, those with severe lack of motivation and low self esteem from receiving numerous rejections, would be unlikely to volunteer. The compulsory nature of the Scheme is therefore a crucial factor in its effectiveness as an antidote to long term unemployment. Participants enjoy increased self esteem, confidence and motivation. By earning their benefit they can certainly no longer be labelled as "dole bludgers". Participants have an opportunity to contribute to and be involved with the community rather than be isolated from it. Participants in the scheme are also being given an opportunity to develop new skills. Training is provided in essential workplace safety issues and procedures, and in any skills required to do the project work. Participants learn how to work as part of a team, cooperatively with a supervisor and independently, developing a work ethic and a positive attitude. Often important skills become rusty in between periods of employment and the Work for the Dole Scheme is an opportunity to maintain these skills and abilities. The Scheme could also be seen as an opportunity to change direction. Projects offered involve heritage, history, the environment, community care, tourism, sport, provision of community services, and restoration and maintenance of community services and facilities. There are thus many opportunities to learn new skills that may then lead the participant to a completely new line of work or career path. A major advantage is increased employability, often over someone who has not taken part in the Scheme. Valuable work experience is gained that employers are often looking for. A 1997 survey of over 3,300 employers found that nearly 60% of employers would be more willing to hire someone who had worked for the dole rather than someone who had spent the same period receiving only unemployment benefits. Passion, or something like it Passion, or something like it It probably wont surprise you to find out that were pretty keen on the English language here at Emphasis. And we like to know that others are too. Fortunately, evidence of this is easy to find: look no further than the comments section at the bottom of just about any online article about our language. Take this Guardian blog about the growing use of the phrase right now: what follows is a veritable hotbed of debate and rancorous ravings on some uses of English people just love to hate. It seems many members of the public take deep and personal offence at everything from classic management speak (blue-sky thinking, window of opportunity) to misplaced reflexive pronouns (yourself for you; myself for me); from starting every sentence with look to peppering them too generously with like. And a fight might yet break out between the haters of Americanisms and the haters of haters of Americanisms. It may get pretty ugly sometimes, but they do say that the opposite of love is actually not hate, but indifference. And while passionate certainly isnt a word to use lightly, its safe to say there are obviously some ticks and traits of our language that get people pretty hot and bothered. The importance of AMR’s is that they only apply to outpatient medical records. Outpatients procedures or services are performed so frequently that at times it can be tedious to keep track of them. These records allow a physician to review a patient’s COMPLETE medical history. CMR- Computerized Medical Record- Computerized medical records are the digital counterparts to patient medical records kept in paper files and folders in health care offices. The importance of CMR’s is they allow for less paper storage or use. A patient’s medical records can be an extensive file. The longer the file gets the harder it is to keep up with it. Keeping a computerized copy of what is on paper in a patient’s medical record is more than convenient, it is a more efficient method of documentation. CMS – Centers for Medicare and Medicaid- The Centers for Medicare Medicaid Services (CMS), previously known as the Health Care Financing Administration (HCFA), is a federal agency within the United States Department of Health and Human Services (DHHS) that administers the Medicare program and works in partnership with state governments to administer Medicaid, the State Childrens Health Insurance Program (SCHIP), and health insurance portability standards. CPT Current Procedural Terminology (CPT) is a code set that is used to report medical procedures and services to entities such as physicians, health insurance companies and accreditation organizations. CPT is used in conjunction with ICD-8-CM or ICD-10-CM numerical diagnostic coding during the electronic medical billing process. From a billing standpoint, a world without CPT codes is almost like a world without people. The genius idea to use a universal language of numbers to determine services an individual had performed alleviates chaos. CPT codes also give a shorter description of the services rendered. Some procedures are so extensive, all the information appearing on a claims form can cause confusion. By giving these procedures a 5 digit number which can be researched for a description creates efficiency. DRG Diagnosis Related Group any of the payment categories that are used to classify patients, especially Medicare patients, for the purpose of reimbursing hospitals for each case in a given category with a fixed fee regardless of the actual costs incurred DRG’s prohibit a facility from receiving an outrageous reimbursement for specific provided services. The categorization of patient cases into specific groups which allows for a set cost or billed amount places a cap on reimbursement to that facility for that case/patient. EPR Electronic Patient (Health) Record (EHR) -an evolving concept defined as a systematic collection of electronic health information about individual  patients or populations. Monitoring a patients’ health information in an electronic manner is a win/win for all involved. It allows the patient faster access to their records and the physician or hospital a faster method for reviewing or receiving those same records. The EPR has evolved into the EHR. The development of tracking patient health information in an electronic monitor has produced a more effective, accurate method for organizing something as lengthy as a person’s health history. HL7 Health Level Seven (HL7) a non-profit organization involved in the development of international healthcare informatics interoperability standards. HL7 and its members provide a framework (and related standards) for the exchange, integration, sharing, and retrieval of electronic health information. The 2.x versions of the standards, which support clinical practice and the management, delivery, and evaluation of health services, are the most commonly used in the world. The development of this organization is the foundation for the ability to transfer and track health information safely and without violation of a person’s personal information. Without HL7, the above mentioned term (EPR) would not exist. This organization’s importance is beyond measure in terms of convenience involved in the healthcare field. The standards set forth are a necessity in order for health information to be exchanged or shared, they provide peace of mind to the patients and physicians. ICD-9 International Classification of Disease, 9th edition A standardized classification of disease, injuries, and causes of death, by etiology and anatomic localization and codified into a 5-digit number, which allows clinicians, statisticians, politicians, health planners and others to speak a common language, both US and internationally. A 3 to 5-digit number code describing a diagnosis or medical procedure. The International Classification of Disease 9th edition is as important to billing as CPT codes. The universal language for identifying a patients diagnosis assists not only for purposes in billing but for physician and hospital communication with insurance companies. Physicians attend school to learn and become familiar with the formal name for specific diseases, injuries and other medical conditions. On the other hand, insurance companies may not be as familiar or educated as to  the formal names for these medical conditions, which is where ICD-9’s come into play. They allow for easier and more understanding within the communication aspect of physician to insurance or facility to insurance company. UB-92 Uniform/Universal Billing form 92 Managed care The official HCFA/CMS form used by hospitals and health care centers when submitting bills to Medicare and 3rd-party payors for reimbursement for health services provided to Pts covered. UB-92 billing forms have since been replaced with UB-04 billing forms. Needless to say, a universal billing form creates an efficient, more precise method of billing for hospitals. Once again it eliminates the time that would be consumed by insurance companies attempting to determine if a claim is for a facility or physician. Eliminating this step assists in jump starting the processing of reimbursement to a facility for rendered services.

The Logging Industry vs. The Old Growth Forests of the Pacific Northwest and the Northern Spotted Owl. The Pacific Northwest is perhaps most commonly known for its awe-inspiring old growth forests that have been gracing the land for hundreds and hundreds of years. The land in British Colombia, Canada, Washington state, Oregon, and parts of Northern California are the only areas in the world where these forests exist. One of the most unique and amazing inhabitants of this age-old forest is the Northern Spotted Owl. The Northern Spotted Owl has been on the endangered species list for over ten years now. The Northern Spotted Owl can only be found in these old growth forests. The northern spotted owl requires many acres old forests to survive, due to its scarce food supply. They are very sensitive to their habitat, and simply cannot survive in any other environment. These owls, as well as the forests have been disappearing at an alarming rate due to the immense logging industry in its area. Logging is a huge industry in the Pacific Northwest for obvious reasons. The abundant, lush, forests are an ideal location for major logging companies to stake their claim. For many Pacific North westerners, and Americans in general, the logging industry is a major part of the economy. Many loggers have been raised and trained for their entire life to become loggers. Many loggers know no other skills to support themselves other than logging and the logging industry. There are many communities located in the Pacific Northwest that are supported fully by the logging industry. Without the logging of the old growth forests, their families and their livelihoods would be ruined. These two sides of the issue bring about a major controversy in America today. Should the Pacific Northwest’s old growth forests and the welfare of the Northern Spotted Owl be sacrificed for America’s economy, and the jobs of the people in the logging industry? Which should be placed at a higher value, the forests in the Pacific Northwest and the northern spotted owl, or the American economy and the jobs and welfare of thousands and thousands of people? These are very difficult questions for me personally to answer because I live in the Pacific Northwest, and I have seen the beauty of the old growth forests first-hand.

Accepting Men

For many things, change is inevitable. According to an excerpt tittled â€Å"Accepting Men as They Are†, written by Albert Ellis, men are sex- orientated, selfish, and workaholics. Ellis believes that it is useless to try to change a man because that is how they are built. There is no point in changing because it simply cannot be done. That could be true, however, this passage was written in 1979, about three decades ago. The author had another perspective because he lived in a different generation. Men acted like they were superior, but it is now the 21st century; times has changed, and so have men.Even though many people will say that men are all the same, men are capable of changing for the better. After all, we are all humans. Humans change for the better every day like going to rehab and fix their problems. Men that change for the better are shown throughout literature, history, and the media. There are many times where men were able to change completely, like the Grinch, Tiger Woods, and in the movie â€Å"Click† where Adam Sandler acted as Michael Newman who was portrayed as a workaholic.In the passage, Ellis stated that â€Å"All men are selfish†, however in the popular childrens’ book, How the Grinch Stole Christmas? Grinch was able to change. Symbolic of men, the Grinch was selfish, bitter, and did not want to relate himself to any of the Whos. He wanted to take everyone’s joy away so he attempted to steal Christmas. Even though he takes all the decor, he was appalled that everyone still had the holiday spirit in them. Because of a young adolescent named Little Cindy Loo Who, he was able to change and return all the decorations and presents back to the village.One of the peak points in the movie was when Little Cindy Loo Who was about to fall off a cliff because of his sleigh was too heavy to carrying all the Christmas decorations and presents. The Grinch’s heart grew bigger and bigger, and he did not care if he got hurt and tried to save the life of the child that saved his. The villagers were able to see that he transformed into a heartwarming man. They gave him a chance and at the end the Grinch was able to cut the ham. Due to his positive outlook he was able to become a new person and change into a better man.Albert Ellis claims that men only want sex from a woman. However, some men are lustful to the extent where they were addicted to it, and even lost their whole family. In the last year, Tiger Woods was exposed to the media for having many mistresses and cheating on his wife. Not too long after this was made public, they got a divorce. Woods realized his obsession with sex, and checked into rehab. Even though this is one of the times where it was too late for the man to realize his addiction, he was able to admit that he had a problem.He lost his wife, kids, and almost his career. Checking into sex rehab was one of the choices for him and was a big step, but he knew he had to chan ge. He already lost his family, but he did not want to lose everything he had, including his career. This is to show that he is progressing into a better person. Some men become workaholics because they need it to support their family. In the movie â€Å"Click†, Adam Sandler plays a workaholic that tries to give the best to his family. By using a remote to fast forward time, he was able to fast forward to where he was promoted.In doing so, he spent many nights working on projects that will prove to his boss that he is a trustworthy person that can handle bigger jobs. He could not wait any longer so he went to a mad scientist which fast forwarded time, and sent him to a different time in the future. Traveling through time saw how he would be in the future if he kept focusing on his work. He lost his wife and kids, and devoteds his whole life to his job. He realized that he missed all the good times with his wife and children, and was fortunately able to go back and realize his mistake.He paid more attention to his wife and kids and was more romantic. He changed his outlook on life and was able to get back his old life. All men are different, but one thing in common is that they are able to change for worse and better. The only person you can change is yourself. Without saying more, no one should be able to change anyone because it must be the desire of the person wo needs to change. Change is still possible, but it is in only self-realization where it can only happen.
